The <br /> original Community Development Grant Application proposed acqui- <br /> sition, reclamation and park development. The 41-acre site was <br /> acquired in 1983. In August, 1984, the reclamation project was <br /> completed leaving the site free of blighting influences (exces- <br /> sive surface debris, rodents and swampy conditions). <br /> Acquisition coupled with reclamation activities depleted the <br /> park development account in the CD budget. Although this <br /> account was exhausted, there is $100,000 remaining in the over- <br /> all CD budget that can be expended for park development. <br /> The Recreation and Parks Department has recommended park <br /> development follow the 1983 Master Site Plan prepared by <br /> Recreation and Park Consultants, Inc. The Master Site Plan <br /> recommends the entire site be developed in three phases or as <br /> County funds are awn]able. The estimated cost for phase I is <br /> $145,460 which would fund a small scale neighborhood park. <br /> The total amount needing to be requested from State discretion <br /> funds is $45,460. <br /> IMPACT: Request for State discretionary funds should be submitted as <br /> soon as possible. Completion of phase I of the park development <br /> is the final activity remaining in the Northern Fairview <br /> Community Development Project. <br /> REOCEMENDATIM <br /> Authorize the Chair to request $45,460 of State discretionary <br /> funds from the Orange County Legislative Delegation. <br />
