084 <br /> DRAF18 <br /> The purpose of this agenda item is <br /> to consider a request to amend the <br /> Zoning Ordinance to allow for non- <br /> residential and mixed use of <br /> • historic structures. Only those <br /> historic structures listed on the <br /> National Registry of historic Places <br /> or recognized by the State of North <br /> • Carolina as places of historic <br /> interest would be considered for <br /> such use. Through the special use <br /> permit process for recommendation to <br /> the Board of Commissioners. <br /> In order to qualify for rehabilita- <br /> tion tax credits and incentives for <br /> historic structures, projects must <br /> meet the "substantial rehabilitation <br /> test" and must be income-producing. <br /> Tax credits are determined on the <br /> basis of the percentage of the <br /> property producing income. <br /> Under the current zoning ordinance, <br /> limited provisions are made to allow <br /> for non-residential, income- • <br /> producing use of property located <br /> outside of designated activity <br /> nodes. Historic structures are <br /> generally not located in areas <br /> designated as activity nodes. <br /> Amendment of the ordinance would <br /> • allow the non-residential and mixed <br /> • use of recognized historic <br /> structures. <br /> - - <br /> The concept behind this amendment <br /> change is to allow people to use <br /> ' historic structures for non- <br /> residential and mixed uses in order • <br /> to promote the continuance of the <br /> historic structure. <br /> Staff is recommending that the use <br /> of these structures be on a Class A <br /> Special Use Permit basis. <br /> Gordon stated that she would like to <br /> • have a thorough discussion of the <br /> standards of evaluation. <br /> • <br /> • <br />
