• <br /> 0 3 -I Report On The Small Cities Community Development <br /> Block Grant Application Guidelines ' <br /> • The primary purpose of the North Carolina Small Cities Community Development <br /> • Block Grant Program is to provide grants to local, governments to develop viable ' <br /> communities, by providing decent housing and a suitable living environment and <br /> expanding economic opportunities, principally for pekraons. of low and moderate <br /> income. The program reflects the 1983 amendments to the Housing'and Community <br /> • Development Act of 1974. <br /> The North Carolina Small Cities Community Development Block Grant Program is <br /> designed to, insure that at least 51 percent of the CDBG Funds will, be used to <br /> benefit low and moderate income persons. <br /> Applicants may seek funds under four different grant categories: Community <br /> Revitalization , Economic Development, Development Planning and Urgent Needs. <br /> North Carolina expects to distribute to local governments approximately $42.2 <br /> million during' this year. Approximate allocations between each grant category <br /> and maximum grant amounts under each category areas follows: <br /> Grant Category 'Funds Available Maximum Grant Amount <br /> Community Revitalization no less than 31,230,000 $750,000 <br /> Economic Development up to 8,440,000 $750,000 <br /> Development Planning up to 420,000 $10,000 <br /> Urgent Needs/Contingency up to 2,110,000 $750,000 <br /> The Community Revitalization Category includes activities in which a majority <br /> of funds are directed toward improving, preserving or developing residential <br /> areas. The Economic Development Category includes activities in which a majority <br /> of funds are directed towards promoting the creation or retention of jobs, <br /> enhancing income levels or providing local ownership opportunities. Development <br /> Planning grants are directed to local, governments to help them develop projects <br /> that can be considered for CMG funding in the future. Urgent needs grants <br /> will be awarded to applicants with projects which address existing community <br />
