Also, the survey <br /> • identified other -concentrated areas located in Cheeks, Hillsborough, Eno and <br /> Chapel Hill Townships that need community development treatment and assistance. <br /> These residential areas are troubled with failing septic systems, poor housing <br /> and road conditions, and unsafe and unsanitary environments. A remedy for <br /> these areas would require comprehensive rehabilitation, spot clearance, and <br /> public facilities improvements such as water, sewer, and roads. <br /> Why This Study Was Undertaken i <br /> The purpose of this report is to update the "Housing and Community <br /> Development Study" which was conducted in September 1982 by the Orange County <br /> Community Development Department. This report is designed to give some insights <br /> on the structural conditions of the dwelling units in Orange County and to give <br /> . 1 <br /> a priority list of potential target areas for the Community Development Block <br /> Grant Activities. In addition to the structural condition information, the <br /> k study was concerned with other community development needs of the target areas <br /> such as paved roads, water and sewer services, recreation facilities, and a clean <br /> and sanitary environment. <br /> How Data Was Collected <br /> The information for this report was collected by using the 1980 Census of <br /> Population and Housing data and a windshield survey that was conducted during <br /> February 1985. The Census data were used to obtain the number of housing units <br /> and the number of substandard units in the County and Townships. By using this <br /> data, the substandard units were determined by the number of units that were <br /> 1. • <br />
