EXT. 485 <br /> BURLINGTON/MEBANE 227.2091 <br /> 227.2092 <br /> DURHAM 1199.7331 <br /> 999.7393 <br /> The Orange County Child Support Enforcement Office attempts to <br /> establish paternity and support payments for any Orange County <br /> child whose parent requests our services. Our office operates <br /> with one Secretary, a Child Support Officer who conducts the <br /> initial interviews to establish paternity and support, and the <br /> Director who initiates contempt of court proceedings for enforce- <br /> ment of support payments. <br /> The caseload has grown from 500 to 1000 since 1980 due in part to <br /> the increased numbers of illegitimate births and divorces; recent <br /> national publicity and enabling Federal legislation concerning <br /> child support. We have met this irareased workload without staff <br /> increases due to professional case management and computerization <br /> of our accounting. <br /> We are well on our way to meeting our 1984-85 objective of col- <br /> lecting $220.000.00 in child support. Through December, 1984, - <br /> we had collected over $150.000.00. We also are rapidly closing in <br /> on computerization through the Clerk of Court. We rank 4th in the <br /> State when comparing total cost to total collections with a <br /> 5.97 return ratio. We rank 8th in the percentage of AFDC payments <br /> recovered with a 25% return and we rank 10th in the default rate <br /> with 32% default compared to the State average of 45%. <br /> Since 1980 the Child Support Office has operated without cost to <br /> the County because our incentive on collections has off-set the <br /> county's. cost. We anticipate further reduction of Federal Finan- <br /> cial Participation and continuing growth of non-welfare cases. <br /> However, we will continue to maintain a cost-effective program in <br /> 1985-86. <br />
