The degree of deterioration <br /> II , <br /> was determined by the amount of rehabilitation cost. Slight to moderate rehabili- <br /> tation ranges from $1,000. to $6,000. Substantial rehabilitation ranges from <br /> $6,000. to $10,000.+. <br /> IIRencher Street Area is the leading candidate for a potential community <br /> development target area since it contains a higher magnitude of community <br /> IIdevelopment needs than the other seven areas. This area contains problems <br /> that could be a hazard to the health and safety of the residents. Rencher Street <br /> Area has eight units in which privies are still being used. The use <br /> IIof these primitive bathroom facilities could endanger the health of nearby <br /> residents. Privies along with other blighting conditions have given Rencher <br /> IIStreet top ranking for a potential target area. <br /> Priority should be given to Rencher Street Area because of the extent , <br /> II of the community development problems that exist in the area. These CD problems . <br /> 1 <br /> IInot only affect the appearances and upgrading of the community, but they affect <br /> the health and safety of the residents. As a result of these findings, Rencher <br /> IIStreet Area should have precedence over the other seven areas as a target area <br /> for a community development program. , <br /> II , <br />
