23 <br /> John Roberts said he had several conversations with the Wake County Attorney about <br /> this item, and he submitted a specific motion which the Board would need to make tonight. He <br /> passed out the motion. <br /> Commissioner Dorosin asked if there is anything particularly special about this topic to <br /> require a specially worded resolution. <br /> John Roberts said no, and that this motion will just cover all bases. <br /> Commissioner Pelissier said she has been following this closely, and waiting for Wake <br /> County to do this so that plans can move forward. She expressed her support for the motion. <br /> John Roberts said he is asking that the Manager be able to approve and execute the <br /> agreement once it is in its final form. He said he does anticipate any substantive changes in <br /> the final document, but it is not currently in its final form. <br /> Karen Porter, GoTriangle Associate General Counsel, said the Board's consideration of <br /> this item is appreciated. <br /> Chair McKee said he is concerned with the Board is approving something, when it is <br /> not in a final form. <br /> John Roberts said the agreement does not contain about Orange County expending <br /> funds at this time, and the comments noted in this evening's packet are primarily the types of <br /> changes the Board would see in the final document. <br /> Chair McKee said he watched the Orange County and Durham Plan change constantly <br /> for months and months, so he is leery of anything involved in this process. <br /> John Roberts agreed, and said he totally understands. He said Wake County is on a <br /> short cycle right now and needs things to move quickly. <br /> Commissioner Pelissier said there is no binding cost to the County in this motion. She <br /> said when regional buses come in to play, there will be negotiations with Wake County <br /> regarding cost share. She said this is the only item, under which, Orange County would have <br /> any financial obligations. <br /> A motion was made by Commissioner Pelissier, seconded by Commissioner Rich to: <br /> a. Add Wake County to the Renamed Triangle Tax District. <br /> b. Approve the Wake County Financial Plan (as set forth in the Wake County <br /> Transit Plan) pursuant to NCGS 105-508.1. <br /> c. Approve GoTriangle's conducting of a referendum in Wake County pursuant to <br /> NCGS 105-509(b)(1). <br /> d. Authorize the Orange County Manager to enter into an Agreement Setting Forth <br /> the Mutual Understanding of the Parties as to the Scope and Content of the <br /> Financial Plan upon final review of the County Attorney. <br /> VOTE: UNANIMOUS <br /> 8.
