20 <br /> Abigaile Pittman, Planner, said the OUTBoard reviewed and revised the resolution on <br /> June 15th <br /> Chair McKee said he attended the meeting on June 15th. <br /> Commissioner Rich thanked staff for reviewing and clarifying this item. <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> Revised Resolution Authorizing the Creation of a Bicycle Safety Task Force, Charge, Term <br /> and Composition of Members to Serve on the Task Force <br /> WHEREAS, the issue of bicycle safety has been a topic of interest by various County groups <br /> over the past several years, including discussions by the Orange Unified Transportation Board <br /> (OUTBoard), the Board of County Commissioners (BOCC), and citizen groups; and <br /> WHEREAS, a petition related to bicycle safety was brought forward at the BOCC's November <br /> 6, 2014 meeting during Petitions by Board Members and subsequently reviewed by the <br /> Chair/Vice Chair/Manager agenda team; and <br /> WHEREAS, in response to the petition the Manager, Chair and Vice Chair discussed the topic <br /> with NCDOT at its regular quarterly meeting; and Planning staff worked with the OUTBoard <br /> and a subcommittee to develop recommendations; and <br /> WHEREAS, the BOCC received the OUTBoard's Bicycle and Pedestrian Safety Report, <br /> including recommendations, at its June 16, 2015 meeting; and <br /> WHEREAS, there exists a need to address bicycle safety in accordance with the <br /> recommendations of the OUTBoard's Bicycle and Pedestrian Safety Report; and <br /> WHEREAS, the creation of the Bicycle Safety Task Force and approval of the composition, <br /> charge and term to same is within the purview of the BOCC; and <br /> WHEREAS, it is the best interest of the citizens of Orange County to create a Bicycle Safety <br /> Task Force; <br /> NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners, by <br /> approval of this resolution, does authorize the creation of a Bicycle Safety Task Force with <br /> member composition in accordance with the following guidelines: <br /> A. Size and Composition — <br /> 1. No larger than 18 people total <br /> 2. Stakeholders from each of the groups below would be included in the <br /> membership, and a Board of County Commissioner liaison: <br /> a. Law enforcement agencies (Sheriff's Department, Highway <br /> Patrol) <br /> b. School representatives <br /> c. Orange County Visitor's Bureau <br /> d. NCDOT staff <br /> e. County and regional planning staff <br /> f. County business <br />
