SOURCES FOR DATA <br /> The Division of School Planning obtained the data contained .in this publication from a variety <br /> of sources. Charter dates were found in Robert E. Phay and Robert M. Guard's book, Local Acts Creating <br /> and Providing for Borth Carolina City Administrative. Units {2972}. Merger dates were obtained from <br /> legislation andJor board plans for administrative-unit mergers. . Average daily memberships and racial <br /> composition were derived- from data maintained by the division of Planning and Research in the Controller's <br /> Office. In addition, financial data came from the following:. Department of Revenue, Division of Tax <br /> Research (tax base and supplemental levies); financial reports submitted by the local administrative <br /> units to the Controller's Office (current expense local per pupil expenditure.); and budget-information <br /> compiled by-Management Information Systems (local certificated personnel). The percentages of Chapter <br /> I students were obtained from the ECIA Chapter I applications for grants filed with the Division of <br /> Compensatory Education, and the test scores were reported by the Division of Research. <br /> 28 <br />
