I N T R 0 D U C T 1 0 N <br /> In recent seon#ks, the nation has undergone intensive scrutiny through studies regarding the quality <br /> of education. Fundamental to the issue of quality "education is the question of how school districts are to be <br /> organized to deliver services to children. <br /> Since 1360, North Carolina's special chartered school districts and their parent counties have been <br /> studying the feasibility and implications of merger. During this period, thirty-two special chartered <br /> districts have merged with the county system in their respective counties. There is presently much interest <br /> in this issue, both at the state and local levels. <br /> This document was prepared to provide base data to State Board of Education members, legislators, <br /> school board members, school administrators, and other interested citizens. I commend this publication to <br /> you and urge you to study the implications of merger and the way educational services are delivered to <br /> children in North Carolina. <br /> rw <br /> A.
