MEBANE - 227-2031 <br /> ___ _ DURHAM - 688-7331 <br /> PURPOSE: To consider entering into Memorandums Of Understanding with the Towns of <br /> • .- .-. Chapel Hill and Carrboro. To consider entering into a rental rehabilitation <br /> agreement with the Town of Carrboro. <br /> • <br /> • <br /> NEED: Memorandum of Understanding <br /> The Towns of Chapel Hill and Carrboro have been awarded HUD sponsored Rental <br /> Rehabilitation Grant Funds. The Rental Rehabilitation Program administered <br /> by the North Carolina Housing Finance Agency provides matching rehabilitation <br /> funds for rental property owners with a maximum grant amount of $5,000 per <br /> unit. Both jurisdictions will rehabilitate 30 units each over 2 years. <br /> -. After each unit is rehabilitated, the low/moderate income tenant residing <br /> in the unit will receive a Section 8 certificate (monthly housing assistance <br /> payment) . Additionally, the units becomes a part of the County's allocation <br /> of Section 8 Units and falls under theadministratiOn of the Section 8 <br /> Program. The attached Memorandum of Understanding outlines the County's <br /> obligations. • <br /> The Town of Hillsborough and Orange County are ineligible for rental <br /> . rehabilitation funds because both local governments are eligible to <br /> receive Rural Housing Funds (Farmers Home Administration). <br /> • Rehabilitation Agreement (Town of Carrboro) <br /> . , <br /> As stated earlier, each jurisdiction is responsible for the rehabilitation . <br /> of 30 rental units over 2 years. However, the Town of Carrboro desires <br /> the County's assistance in the actual physical rehabilitation of their 30 <br /> units. More specifically, the Town of Carrboro would handle the <br /> , <br /> • - administration and County would provide technical expertise during the • 1 <br /> - • construction phase. This would require the services of the County's <br /> • community development rehabilitation staff which is located in Councilville , <br /> just outside of Carrboro's Town limits. The additional 30 units could be <br /> incorporated into the Councilville rehabilitation work schedule. NO <br /> administrative fee would be charged to the town.
