AUKiti LAKULf'M ORANGE COUNTY 041 AGREEMENT • This agreement is entered into the day of , 1985 by and between the Town of Carrboro, ("The Town") and Orange County ("The County"). WHEREAS, The Town wishes to participate in the Rental Rehabilitation Program made aVailable through the N.C. Housing Finance Agency; and WHEREAS; The County, through its Housing and Community Development Department wishes to assist the Town by administering the Section 8 certificate/voucher assistance program and administering housing rehabilitation activities; NOW, THEREFORE, in consideration of the romises and the mutual p promises set forth below, the parties agree as follows: 1. The Town shall act as the applicant for Rental Rehabilitation assistance through the North Carolina Housing Finance Agency and shall comply with all responsibilities and duties of an applicant. Among other such duties and responsibilities, the Town shall : a. Adopt a "Tenant Displacement and Assistance Policy" and an "Affirmative Marketing Policy and Implementation Procedure"; b. Identify rental units targeted for assistance, contact the property owner to determine interest in participating in the program, and interview tenants to determine the tenants' income as required by the program; c. Request and receive applications for rental rehabilitation assistance, in- cluding commitments for private financing; d. Approve or disapprove applications; • e. Present a list of the identified and approved rental rehab units to the County; f. Administer the cash and management system; and g. Administer the deferred payment loans and maintain associated records and files. • 2. The County shall administer all aspects of the Section 8 housing assistance program. 3. The County shall also administer all housing rehabilitation activities on rental units selected by the Town. Among other duties and responsibilities, the County shall : a. Verify eligible rehabilitation costs and prepare an itemized list of rehab activities and their associated cost; b. Prepare specifications and bid documents necessary to solicit bids on the work by qualified contractors; c'. Solicit and receive bids, prepare bid tabulation sheets, and recommend bid awards;
