A stainless steel material was specified as a <br /> more permanent material than galvanized and for the reason that <br /> stainless is maintenance free--eliminating the need for periodic <br /> painting that has had to be performed in the past. The interior <br /> stairway (from upstairs courtroom to basement) meets fire code <br /> which requires a second exterior exit for the courtroom and to <br /> make the basement area more usable (presently the basement <br /> cannot be accessed from the interior of the building). Also by <br /> exiting through the basement the County fulfills its commitment <br /> to Hillsborough not to alter the exterior of the building for <br /> additional exits or other purposes. <br /> The HVAC bid exceeded estimate because of the type system that <br /> was specified. Presently, the building is heated by hot water <br /> generated from the jail and piped to the building. It was first <br /> thought a unit fan coil system should be substituted. This <br /> however would have required additional exposed piping. Specifi- <br /> cation calls for a water-to-air heat pump system. It is more <br /> effective and efficient, though, more expensive (by $10,000 to <br /> $15,000) to instAll. <br /> IMPACT: Excess bid amounts plus cost of architectural/engineering <br /> services ($4,000) cause the project to be $61,944 in excess of <br /> budget. Alternatives are to: <br /> 1. Reject all bids and alter specifications prior to rebid; or <br /> 2. Accept bids and fund the project construction over two <br /> budget years as permitted by General Statute 153A-13. <br /> RECOMMENDATION: <br /> Manager recommends motion to approve alternative 2, that is, to <br /> accept bids and fund the project construction over two budget <br /> years. This is based on (1) the importance of the building, <br /> (2) the disadvantages associated with each alternative for <br /> modifying the specifications, and (3) the additional delay that <br /> re-specification and re-bid would entail. Additional court <br /> space is long overdue. The scarcity of courtrooms will heighten <br /> with the probable need to relocate court activity from the <br /> Chapel Hill Post Office/Courtroom with the start of the Rosemary <br /> Square Project. <br /> 1111111■ <br />
