It is believed that 10 to <br /> 15 percent of the algae growth in the two reservoirs stems from <br /> this nutrient source. <br /> While the legislation was narrowly defeated in the 1984 General <br /> Assembly chances of passage are better in the upcoming session. <br /> At its January 23, 1985 meeting the Triangle J Council of <br /> Governments approved a resolution calling again for a statewide <br /> ban. It requested that each member government consider adopting <br /> a similar resolution and forward such to the Governor, Secretary <br /> of NRCD and legislative delegation members. <br /> IMPACT: Last year the North Carolina Department of Natural Resources and <br /> Community Development determined that highly effective sub- <br /> stitutes for phosphate detergents are available which do not <br /> increase consumer laundering costs. <br /> RECOMMENDATION: Motion to: approve attached resolution supporting Statewide <br /> legislation to restrict the sale of phosphate containing <br /> laundry detergents. <br />
