' , <br /> . � <br /> NEED: Robert A. and Rachel S. Scholar have requested a rezoning for 12.40 acres of land � u' <br /> located along Harper Street (SK 1395) and Dixie Drive north of Hillsborough. The <br /> purpose of the request is to permit higher density residential development than ~ <br /> is presently allowed. ~` <br /> The property in question is part of Lot T7 of Orange County Tax Map 5, Hillsborough � � ^ <br /> Township. The present zoning classification is R-1 Residential , while the requested <br /> designation is R-4. <br /> The property is located in an area designated as 10 Year Transition in the Orange <br /> County Land Use Plmn, • <br /> IMPACT: Approval of th e request wou ld allow a density of 10,000 s q. ft. per dowllYmg unit <br /> instead of the 40,000 sq. ft. that is presently allowed. <br /> A 1982 traffic count on Harper Street at the entrance into Northern Fairview <br /> indicated.300 trips per " If this |2�40 acre tract �s developed at an R-4 <br /> . .~' <br /> density an additional 274 trips per day would be added to the streets in Northern <br /> Fairview, r. <br /> If Highland Woods is completely developed, approximately 415 trips per day would . <br /> be using Harper Street from this subdivision. | <br /> If the remainder of Mr. Scholars' property does not get developed this would put <br /> approximately 698 trips per day on the streets in Northern Fairview. If the remainder <br /> , is developed at an R-4 density, this would provide approximately 1005 trips per day <br /> concentrated on Dixie and Harper streets unless a nother entrance is considered. <br /> The Town of Hillsborough has indicated that due to lack of water pressure it could <br /> be 1 to 11 years before the Town could serve a development in this area with the <br /> proposed density. <br /> D.O.T. recommends no improvements to Harper Street. <br /> RECOMMENDATION(S) : That the Planning Board recommends denial based on the lack of assurance of <br /> | <br /> | "the- installation of water and sewer and the recommendation of denial from the Town . <br /> Of Hillsborough Planning Board. / <br /> • <br /> � ' <br /> ' <br />
