105 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS Action Agenda <br /> ACTION AGENDA ITEM ABSTRACT Item No. Eg <br /> Meeting Date: FEBRUARY 19, 1985 <br /> SUBJECT: MASSAGE PARLORS <br /> DEP— Di : MANAGER'S OFFICE PUBLIC HEARING: Yes X Jgo <br /> ATTACHMENT(S): INFORMATION CONTACT: MANAGER'S <br /> OFFICE <br /> NO <br /> TELEPHONE NUMBER: x 501 <br /> PURPOSE: <br /> To consider whether to develop an ordinance to regulate massage <br /> parlors as a means to deter or prevent illegal activity within <br /> massage businesses. <br /> NEED: Following the occurrence of illegal sexual activity that <br /> occurred at the University Massage Parlor on West Franklin <br /> Street and receipt of numerous complaints regarding two such <br /> parlors, Orange County Sheriff Lindy Pendergrass has asked that <br /> work be undertaken to develop and enact an ordinance for the <br /> County. Provisions desired by the Sheriff include such areas <br /> as: <br /> 1. Definition of unlawful sexual acts <br /> 2. Licencing of parlors by the County <br /> 3. Permit requirement for massage therapists <br /> 4. Non transferability license clause <br /> 5. Requirement of licensee name, address, social security <br /> number, birth date, height, weight, driver's license <br /> number and State issued, previous employer, convictions <br /> for past five years, a photograph and fingerprints for <br /> each owner, officer, partner, trustee or director of <br /> the business <br /> 6. Information from licensed physician stating the licensee <br /> or permittee is free from any communicable diseases <br /> 7. Specific safety, clothing and sanitation standards <br /> 8. Hours of operation <br /> 9. Penalties for violation <br /> 10. Means and timing for review of the ordinance after <br /> experience has been gained from enforcing what is adopted <br /> 11. And others <br /> Purpose is not intended to denigrate the number of therapeutic <br /> massage establishments where there is no suspicion of illegal or <br /> unprofessional activity. Therefore, exemption would be proposed <br /> for licensed hospitals, sanitariums, nursing homes, medical <br /> clinics, osteopaths, chiropractors and YMCA and YMCA operations. <br /> Mammommmorm. <br />
