There have been pro- <br /> posals to require consolidations to provide a maximum <br /> of one system per county or to limit State funding to <br /> one administrative unit per county. <br /> • <br /> The 1984 Session of the General Assembly passed the <br /> Public School Reform Act which commits the legislature <br /> to clarify funding responsibilities and directed the <br /> State Board of Education to develop a Basic Education <br /> Program. The State Board has produced a proposed Basic <br /> Program which has been accepted by the Education Policy <br /> Council of the General Assembly and will be presented <br /> to the 1985 Session for adoption. A task force of the <br /> Education Policy Council drafting proposed legislation <br /> for the 1985 Session has included a provision that would <br /> prohibit counties from providing supplemental funds for <br /> instructional . programs until it can be demonstrated that <br /> all school building needs have been met. <br /> Each school system has indicated that it will need an <br /> additional elementary school within the next five years <br /> or sm. If the County had only one school system; the <br /> additional classrooms could likely be phased in over a <br /> longer time period and thus make it easier for the <br /> .County to fund the additional classrooms. <br />
