These have been <br /> evaluated according to twelve factors considered important in judging a <br /> firm's_ capacity and perfoLmance. <br /> While several were found to be highly qualified the interviews and extensive <br /> reference checks enabled one firm, Hazen and Sawyer of Raleigh, to be <br /> singled out as the most qualified for dealing with the particular <br /> requirements associated with the Efland Project. The firm's strong <br /> points include: <br /> 1. Ability to meet the County's timeframe; . <br /> 2. Verifying the preliminary plan to see if the pumps, lines, line <br /> . . sizes, and layout can be made more workable and economical; <br /> . . . <br /> 3. Staff depth as evidenced in the number of princiPai: engineers <br /> available; <br /> 4. Means of securing a thorough approach to surveying and soils <br /> analysis; and <br /> . 5. Extent of owner satisfaction on the sewer lines previously designed <br /> _ <br /> which are at a similar or larger size to what the Efland project <br /> will consist. , <br /> IMPACT: Engineering fees are funded as part of project cost. The fact that <br /> "..- Farmer's Houle nancial support is involved neceSsitates the fee amount <br /> being according to Table 1 of the attached chart. <br /> RECOMMENDATION(S): AuthOrize the Chair, on behalf of the Board, to enter into a <br /> contract with Hazen and Sawyer, P.C. Engineers upon approval of the <br /> County Attorney as to form and the Farmers Home Administration as to <br /> its requirements for contract inclusiveness. <br /> 5.1 <br />
