<br /> In 1977 Orange County was basically a manual county with no
<br /> in-house computer equipment or expertise. The county was
<br /> spending over ninty thousand dollars ($90,000) with an
<br /> ,..,
<br /> outside service bureau for outdated, and in most cases, very '
<br /> untimely computer services. Orange county was growing very
<br /> rapidly and its workforce was being expanced by the addition
<br /> of new county functions. Entire new departments such as v

<br /> Planning, Public Health, and Recreation were being added.
<br /> The top officials of the county decided to add its own
<br /> computer staff and equipment to help manage and control

<br /> outside agency, doing a feasibility study on the problem.

<br /> The county funded a Data Processing department in the
<br /> 1977-78 budget. A data processing manager was hired whose 1.,.,,":,,,,ilt:
<br /> primary initial function was to acquire equipment and staff
<br /> to meet a five year data processing development plan. This
<br /> plan was developed by a steering committee which consisted '
<br /> of the County Manager and several top department heads. The
<br /> decision was made to purchase the basic application software •
<br /> so as to get the top priority systems up and going in a very
<br /> short time frame. The first equipment was installed in
<br /> February of 1978 with the functions of Finance, Tax, Board
<br /> of Elections, and Register of Deeds in operation by July of • . '?:
<br /> that year. All the objectives of the five year plan were 1- ,
<br /> completed in thirty months by developing in-house .4
<br /> application software or by purchasing outside existing
<br /> software packages. The outstanding cooperation between the
<br /> •
<br /> data processing staff and other departments in the county
<br /> resulted in excellent computerized systems being installed.
