The sixth recommendation, .|mvolv|ng <br /> a regional -solution to water quantity probTems, had been addressed through requests to the N.C. <br /> 0ffica of Water Resources. The Board thus established the County's official policy for water <br /> resources and set the framework for implementation efforts to come. <br /> COUNTY ROLE: <br /> Orange County's role in the development and implementation of water quality protection measures <br /> has been that of facilitator and innovator. Given the diverse character of the County with its <br /> urban and rural settings, an "umbrella" was needed to bring together four separate water <br /> providers serving the Chapel Hill-Carrboro area, Hillsborough, Mebane and the west-central portion <br /> of the County. This was aCcomp1 /she6 through the Task Force approach, each entity having <br /> representation and a voice in the recommendations formulated in the report. <br /> Serving as staff to the Task Force was the Planning Department, expanded in 1979 for the purpose <br /> of updating the Land Use Plan. The Comprehensive Planning Division hot only provided data and <br /> technical assistance to the Task Force but provided the written draft of the report to the Board. <br /> Both Current and Comprehensive Planning Divisions of the Planning Department have continued <br /> since the inception of the Task Force, to provide professional asS|staoce in developing " <br /> innovative strategies and techniques related to the implemenetation of water quality protection <br /> measures. The efforts of the Commissioners as well as the staff have been recognized by the ' <br /> Triangle J Council of Governments in its regional programs and acknowledged as being 5~10 years <br /> ahead of surrounding jurisdictions in water quality protection. <br /> ' <br /> COSTS: <br /> Since 1979 the Board of County Commissioners, th <br /> ' - _ .""u" its annual budget �pprop c <br /> protection measures consistent with Board policies.
