Passmore <br /> Specifications for FY86 Title Ext. 280 : <br /> • PHONE NUMBERS: HILLSBOROUGH' - 732-8181 <br /> Contract Services • HILLSBOROUGH - 732-9361 <br /> CHAPEL HILL - 967-9251 <br /> • MEBANE - 227-2031 <br /> DURHAM - 688-7331 • <br /> • <br /> • PURPOSE: To consider authorizing submission of the Title III-B Older Americana <br /> f Act (social services/senior center) application to Triangle J Council of Gov-. <br /> ernments by the County Manager, effective July 1, 1985 through June 30, 1986,. <br /> for federal and state funds in the amount of $83,669. Summary of proposed <br /> services due Feb. 4th and completed application by Feb. 28, 1985. <br /> NEED: This is a yearly continuation application covering the following services , <br /> which are a part of the Department on Aging's current budget: Transportation, <br /> • Senior Center Operation, Information/Referral, Chore-Handihelper and Case <br /> Management (In-Home/Community) . DoA would emphasize Access. services to faCill- , <br /> tate service delivery by a multitude of community organizations.. All services <br /> were ranked high priority according to COG needs assessment. Operaticin and <br /> staffing level would remain basically the same as this year, except with the <br /> part-time I & R Specialist position increased to full-time. This year's appli- <br /> cation will embody these important changes: (1) Performance Contrasting. <br /> • Performance based contracts will be required this year embodying specific <br /> service definitions, objectives, and units of service. The actual number of <br /> service units (trips, contacts, hours) provided will be the basis for payment. <br /> Attachment B - Specifications would be the service objectives proposed by COG <br /> for FY86 under contract. (2) Staff Changes. Senior Center - In order to meet <br /> - State and the National Performance Standards by 1986, the exiting Senior <br /> • Center Supervisors' time would be allocated 100% under center operations <br /> (rather the chore and I&R) . I&R - To improve DoA's ability to respond effec- <br /> tively and efficiently to increasing I&R demand, the part-time I&R Specialist .* <br /> position (20 hours) would be increased to full time with the transfer of 15% <br /> I&R time of the Center Supervisor. (3) Service Changes In-Home. To provide ' <br /> greater access to in-home care and community services to all older adults, <br /> DoA would (1) discontinue the Homemaker-Health Aide component in providing <br /> Aid ee and expand the case management service of the H-HHA coordinator plus <br /> transfer the chore-handihelper services to the coordinator. <br /> _ IMPACT - If approved, County funds would not increase other than possible staff <br /> merit raises for Title III-B contract. This would be accomplished by the above <br /> service/staff changes and requesting no equipment purchases. <br /> RECOMMENDATION(S) : Approval restklactitting the grant application:. <br />
