t,7 <br /> 4 <br /> 4. 19 Manager - the County Manager as appointed by the Board <br /> of Commissioners. <br /> 4.20 Merit Principle - a systematic and uniform method of <br /> personnel administration designed to provide objective <br /> recruiting, employment, retention and promotion of <br /> those ' persons best qualified, all other factors <br /> excluded. <br /> 4. 21 Non-Classified Employee - any County employee occupying <br /> • a position that is not subject to the position clas- <br /> sification plan. <br /> • 4.22 Open Recuritment -to recruit applicants from outside as <br /> well as inside the County organization for particular <br /> vacancy. • <br /> 4.23 Part-time Employee - an employee, either permanent or <br /> temporary, who is regularly scheduled less than the <br /> number of hours per work week designated by the Board <br /> of County Commissioners as full-time. <br /> 4.24 Pay Plan - a schedule of pay ranges systematized into <br /> sequential rates including minimum, intermediate, and <br /> maximum steps for each class assigned to any given <br /> salary range. <br /> 4.25 Permanent Employee - a person appointed to serve in a <br /> position for an indefinite duration and who has served <br /> a period of more than six (6) calendar months. <br /> 4.26 Personnel File - as used herein, consists of any infor- <br /> mation in any form gathered by the County with respect <br /> to that employee and, by way of illustration but not <br /> • limitation, relating to his/her application, selection <br /> or non-selection, performance, promotions, demotions, <br /> transfers, suspension and other disciplinary actions, <br /> evaluation forms, leave, salary, and termination of <br /> employment. <br /> 4.27 Position - a group of current duties and responsibili- <br /> ties, assigned by competent authority, requiring the <br /> full or part-time employment of one person, but the <br /> existence of a position or its identity does not depend <br /> upon its being occupied by an employee. <br /> 4.28 Probationary Employee - a person appointed to a perma- <br /> nent, full-time position for an indefinite duration but <br /> who has not yet completed his probationary period. <br /> 4.29 Promotion - the reassignment of an employee to a posi- <br /> tion or classification having a higher salary range <br /> than the position from which the reassignment is made. <br /> 4.30 Reclassification - the reassignment of an existing <br /> position from one class to another based on changes in <br /> job content such as duty, kind, difficulty, required <br /> skill, and responsibility of the work performed. <br />
