73 <br /> reprimanded, placed on probation, demoted, sus- <br /> ' <br /> pended, or dismissed for just cause. The degree <br /> and kind of action to be taken will be based upon <br /> the sound and considered judgment of the appropri- <br /> ate authority in accordance with the provisions of <br /> this policy. <br /> 4. 2 Procedure <br /> An employee may be suspended, demoted, or dismis- <br /> sed by a department head with approval of the <br /> Manager (or in the case of department heads, by <br /> the Manager) because of failure in performance of <br /> duties and/or failure in personal conduct. An <br /> employee in the Sheriff's Department or Register <br /> of Deeds Office may be suspended, demoted, or <br /> dismissed by the respective department head for <br /> failure in performance of duties or failure in <br /> personal conduct. The employee, the Personnel <br /> Department, and the Manager will be immediately <br /> provided with a written notice citing the effec- <br /> tive date, reasons for the action, and appeal <br /> rights available to the employee. Appeals rights <br /> will apply only to a permanent employee. <br /> The causes for suspension or dismissal fall into two <br /> categories: <br /> (1) Causes relating to performance of duties; <br /> (2) Causes relating to personal conduct detrimental to <br /> County Service. <br /> 4. 3 Performance of Duties - The following are ex- <br /> amples of unsatisfactory performance of duties but <br /> are in no way inteded to be all inclusive: <br /> a. Inefficiency or incompetency in the <br /> performance of duties. <br /> b. Negligence in the performance of duties. <br /> c. Physical or mental incapability for <br /> performing duties. <br /> d. Careless, negligent, or improper use of <br /> County property or equipment. <br /> e. Failure to maintain satisfactory and <br /> harmonious working relationships with the <br /> public and employees. <br /> f. Absence without approved leave. <br /> g. Improper use of sick leave privileges. <br /> h. Failure to report for duty at the as- <br /> signed time and place. <br />
