[rt <br /> on <br /> 3.B Full back pay and related benefits will be awarded <br /> to employees fully reinstated in all grievance <br /> cases in which the employee was appealing suspens- <br /> ion, demotion, or involuntary separation. <br /> 4.0 PERSONNEL ADVISORY BOARD <br /> The Commissioners, as authorized by G. S. 153-95 will <br /> appoint an Advisory Personnel Board to conduct hearings <br /> on employee grievances involving demotions, suspens- <br /> ions, and dismissals. The Personnel Board will make <br /> determinations on employee grievances and forward its <br /> recommendations to the Manager, who will make final <br /> detrminations. Personnel Board determinations on <br /> employee grievances in the Sheriff's Department and <br /> Register of Deed' s Office will be forwarded to the <br /> Sheriff and Register of Deeds, respectively, with a <br /> copy sent to the County Manager. The Sheriff and <br /> Register of Deeds will make final determinations in <br /> their respective departments. <br /> 4. 1 The Personnel Board will consist of three (3) <br /> members. Upon establishing the Personnel Board, <br /> two members will be appointed for one (1) year <br /> term, with one member appointed for a two (2) year <br /> term. Thereafter, each member will serve a term <br /> of two (2) years and may be reappointed by the <br /> Commissioners. A member of the Personnel Board <br /> may be removed before the end of his term by the <br /> Commissioners; however, the member must be given a <br /> written statement of the reasons for his removal <br /> and the opportunity to respond in a public hear- <br /> ; ing. A vacancy in an unexpired term will be <br /> filled by the Commissioners by apointment for the <br /> remainder of the term. <br /> 4.2 Each member of the Personnel Board will be a <br /> resident of Orange County, and no County employee <br /> or officer will be eligible to serve on the Per- <br /> sonnel Board. At least one member of the Person- <br /> 1 nel Board will have had experience in public or <br /> private management or personnel administration. <br /> Members of the Personnel Board will serve without <br /> compensation, except that they will be reimbursed <br /> for expenses incurred on P er s on nel Board business. <br /> 4.3 The Personnel Board at its first meeting following <br /> the beginning of a new term will elect one of its <br /> members as chairman, who will be responsible for <br /> calling and presiding at all meetings. However, <br /> the Chairman of the Board of Commissioners will <br /> call the first meeting of the Personnel Board <br /> following its appointment for purposes of organi- <br /> zation. All members of the Personnel Board must <br /> be present at meetings to constitute a quorum. <br /> 4.4 The Clerk to the Board of Commissioners will serve <br /> ex officio as secretary to the Personnel Board and <br />
