r <br /> 3 <br /> 4.9 Department and Agency Heads - (hereinafter called <br /> department heads) - the highest level of supervision <br /> Of: <br /> and coordination within a department or agency. <br /> 4. 10 Departmental Promotion - a change to a classification <br /> r at a higher level within a department. This may result <br /> , from movement to another position or by the present <br /> - <br /> position being reallocated to a higher classification <br /> as a result of increases in the level of duties and <br /> responsibilities. Promotion should not be confused <br /> t'- <br /> with earned salary increments. <br /> 4. 11 Employee Interest Card - a card which individuals may <br /> .- <br /> file with the Personnel Department requesting to be <br /> ' notified when applications are being accepted for a <br /> specific position. <br /> 4. 12 Full-time Employee - an employee, whether permanent or <br /> tmporary, who is regularly scheduled no less than the <br /> number of hours per work week designated by the Board <br /> p of County Commissioners as full-time. <br /> 4. 13 Grade - all positions which are sufficiently comparable <br /> to warrant one range of pay rates. For the purpose of <br /> this definition, the words • grade, salary range, level <br /> and range are used interchangeably. <br /> c4 4. 14 Grievance - a claim or complaint based upon an event or <br /> condition which affects the circumstances under which <br /> an employee works allegedly caused by misinterpreta- <br /> tion, unfair application, or lack of extablished policy <br /> pertaining to employment conditions. A grievance may <br /> involve alleged safety or health hazards, unsatisfac- <br /> tory physical facilities, surroundings, materials or <br /> , <br /> ' equipment, unfair or discriminatory supervisory or <br /> disciplinary practices, unjust treatment by fellow <br /> workers, unreasonalbe work quotas, or any other inequi- <br /> ty relating to conditions of employment. <br /> 4. 15 Immediate Family - spouse, parents, siblings, children, <br /> grandparents, grandchildren. Also included are the <br /> step, half and in-law relationships as appropriate <br /> based on the above listings. It also includes others <br /> living within the same household or otherwise closely <br /> identified with each other. <br /> 4. 16 Internal Recruitment _ to recruit applicants only from <br /> within the County organization for a particular <br /> vacancy. <br /> 4. 17 Job Postings - a posted notice maintained by the <br /> Personnel Department and distributed to all departments <br /> listing all available openings with the County. <br /> 4. 18 Lateral Transfer - a transfer from one position to <br /> another position of the same class without an increase <br /> in salary. <br />
