65 <br /> ARTICLE VII <br /> EMPLOYEE PERFORMANCE EVALUATION <br /> 1.0 PURPOSE <br /> To review the job performance of the employee in an <br /> effort to make managerial decisions regarding the <br /> employee and his role with the County. <br /> 2.0 POLICY <br /> The Manager may at his discretion prepare a system for <br /> evaluating the work performance of all employees. The <br /> performace review provides a natural approach to dis- <br /> cussion between an employee and supervisor in which <br /> frank and open discussion can be held concerning the <br /> strong and weak points, how well they are performing <br /> their work and how they can improve their work perform- <br /> ance. The supervisor and employee together should plan <br /> 1 goals for the coming year and the way they will be <br /> 1 reached. The performance evaluation may also be used <br /> in determining salary increments; as a factor in deter- <br /> mining order of layoffs; as a basis for training; <br /> promotion; transfer or dismissal; and for such other <br /> purposes as set forth in these regulations. <br /> 1 <br /> 3.0 PROCEDURE <br /> On original appointment or on promotions all employees <br /> except temporary workers must be evaluated at the end <br /> of six months of service, at the end of twelve months o <br /> service and annually thereafter on the employee' s <br /> anniversary date of their original appointment or date <br /> of last promotion. <br /> 3. 1 An employee shall not be eligible for a pay raise <br /> until the performance evaluation form has been <br /> completely processed. <br /> 3.2 Special evaluations may take place at the request <br /> of the employee with approval of the Department <br /> Head. <br /> 3. 3 Employees shall also be evaluated at the time of <br /> separation on the basis of Attendance, Attitude, <br /> and Work. This information is contained on the <br /> employee' s Separation Report. <br /> 3.4 Evaluations shall be prepared by the immediate <br /> supervisor of each employee and reviewed by the <br /> MMEMBIRsallowassr <br />
