57 <br /> All employees covered by the Pay Plan shall be paid at <br /> at a listed rate within the salary range established <br /> for their respective job classifications except em- <br /> - ployees in a "trainee" status, or employees whose <br /> present salaries are above the established maximum rate <br /> following transition to a new pay plan. <br /> 5.0 ENTRANCE AT THE MINIMUM <br /> 5. 1 Each new employee shall be appointed at the mini- <br /> mum salary of the range which has been established <br /> for the classification to which employed except if <br /> the new employee does not meet the minimum <br /> requirements of the position and qualified appli- <br /> cants for the position are not available, the <br /> department head may designate as a "trainee" to be <br /> appointed at a salary below the minimum but con- <br /> sistent with the provisions of the pay plan; <br /> 5.2 When the Manager shall determine that there has <br /> been a demonstrated inability to recruit at the <br /> minimum salary or that an applicant possesses <br /> exceptional qualifications (i.e. experience above <br /> and beyond that which is required in a job des- <br /> 1 cription for a position), the Manager may author- <br /> ize the employment of an applicant at a higher <br /> rate than the minimum in the salary range. No <br /> employee may be hired above the first step without <br /> the approval of the Manager. Furthermore, no <br /> employee may be hired above the third step without <br /> justification to and recommendation of the Mana- <br /> ger, with the approval of the Board of <br /> Commissioners. <br /> 6.0 SALARY OF TRAINEE <br /> A new employee who does not meet all of the established <br /> qualifications for a position may be appointed with the <br /> approval of the County Manager at a "training" salary <br /> no mare than two steps below the minimum salary estab- <br /> lished for the position. The employee shall continue <br /> to receive a reduced salary during the probationary <br /> period until the appointing department head with the <br /> approval of the County Manager shall determine that the <br /> trainee is qualified to assume the responsibilities of <br /> the position, or until the end of the probationary <br /> period when the employee is either discharged or moved <br /> to a listed rate in the salary range established for <br /> the position. <br /> 7.0 EARNED SALARY INCREMENTS - ESTABLISHMENT and DISTRIBUT- <br /> ION <br /> Salary increases above the minimum established for each <br /> class of positions shall be granted only in recognition <br /> of superior or improved performance. <br />
