56 <br /> Employee assistance and counseling as contracted with <br /> a qualified provider on an annual basis. <br /> ARTICLE V <br /> THE PAY PLAN <br /> 1.0 COVERAGE OE THE SALARI PLAN <br /> The "Salary Schedule" and "Classes Assigned to Salary <br /> Grades" contained in the Position Classification and <br /> Pay Survey Report shall be the Pay Plan of Orange <br /> County. The Pay Plan shall include all permanent <br /> classes of positions included in the Position Classifi- <br /> cation Plan. <br /> 2.0 MAINTENANCE OF THE SALARY PLAN <br /> The Manager shall be responsible for the administration <br /> and maintenance of the Salary Plan. The Personnel <br /> Director shall provide the Manager with information <br /> concerning the general level of salaries paid and <br /> fringe benefits provided in surrounding jurisdictions. <br /> The Manager shall recommend to the Board of Commis- <br /> sioners such increases, reductions, or amendments to <br /> the Salary Plan as is necessary to maintain fairness <br /> and adequacy of the Salary Plan. <br /> 3.0 TRANSITION TO THE NEW PAY PLAN <br /> The following four principles shall govern the transi- <br /> tion to a new pay plan: <br /> 3. 1 No employee shall receive a salary reduction as a <br /> result of the transition to a new pay plan. <br /> 3.2 All employees being paid at a rate lower than the <br /> minimum rate established for their respective <br /> classes shall have their salaries raised to step <br /> one of the new salary grade assigned. <br /> 3.3 All employees being paid at a rate below the <br /> maximum rate established for their respective <br /> classes shall be paid at a rate listed in the <br /> salary schedule; all employees not at a listed <br /> rate shall have their salaries raised to a listed <br /> rate. <br /> 3. 4 All employees being paid at a rate above the <br /> maximum rate established for their respective <br /> classes shall remain at their present salaries as <br /> long as the maximum rate is below the employees' <br /> present salaries. When this situation is present, <br /> the position will be studied for the purpose of <br /> reclassification. <br /> 4.0 PAYMENT AT A LISTED RATE <br />
