= <br /> 1 <br /> ARTICLE I <br /> THE PERSONNEL ORGANIZATIQN <br /> 1.0 PURPOSE <br /> The purpose of this policy is to establish a personnel <br /> system which will recruit, select, develop and maintain <br /> an effective and responsible work force for Orange <br /> County. This Personnel Ordinance is established under <br /> the authority of Chapter 153A - Article 5 and Chapter <br /> 126 of the General Statutes of North Carolina. <br /> 2.0 ORGANIZATIONS AFEECTED: <br /> The provisions of this Ordinance shall be applicable to <br /> all employees except as provided below: <br /> 2. 1 Members of the Board of Commissioners, County <br /> Attorney, County Manager, Clerk to the Board, and <br /> members of advisory and special boards and commis- <br />' sions will be exempted, except in sections where <br /> specifically included. <br /> 2.2 Employees of the Agricultural Extension Service, <br /> whose annual compensation is supplemented by State <br /> and/or Federal funds, will be exempted, except <br /> that these employees shall be included in benefits <br /> of longevity pay and holidays. <br /> 2.3 The Executive Secretary to the County Board of <br /> Elections will be exempted from Article II Section <br /> 2. <br /> 2.4 Employees governed by rules of the State Competi- <br /> tive Service System are exempted from Article VI <br /> Section 1-3; and <br /> 2.5 Part-time and/or temporary employees designated by <br /> the Board of County Commissioners, will be <br /> exempted from the following: Article II Section <br /> 5, 7 and Si Article VI Sections 1-3; and Article <br /> VIII Sections 1-3. Part-time and/or temporary <br /> employees are also exempt from Article IV Employee <br /> Benefits; however, they are eligible for Worker's <br /> Compensation, Civil Leave, Administrative Leave <br /> and Social Security. <br /> 3.0 ADOPTION OF Fig..22 AND REGULATIONS: <br /> 3. 1 Policies Repealed - All policies, resolutions, or <br /> regulations in conflict with the provisions of <br /> these regulations are hereby repealed. <br />
