It offers special encouragement to <br /> underemployed persons and assist employees affected by <br /> layoffs to relocate to other County positions. <br /> 8.2 POLICY <br /> Decisions relating to transfers, promotions, and <br /> employee development should be based on the overall <br /> performance and potential of the employee. Evaluation <br /> shall be systematic and objective, and guidance shall <br /> be provided for development of the employee as an <br /> individual. Efforts should be devoted to improving <br /> effectiveness of employees, assessing training needs, <br /> and planning training opportunities. <br /> 8.3 PROCEDURE <br /> 8. 3. 1 When it is practicable and feasible, a vacancy <br /> should be filled by promotion from among the <br /> eligible permanent employees within a department <br /> subject to limitations as outlined in Article II <br /> Section 2.2.3. <br /> 8.3.2 If promotion results by movement to another <br /> position, the candidate must posess the minimum <br /> training and experience for the class. If the <br /> promotion results from the present position <br /> being reclassified to a higher classification, <br /> the employee may be promoted by waiver of the <br /> stated education and experience requirements. <br /> 8. 3.3 Any employee in the County service who has <br /> successfully completed his probationary period <br /> may be transferred. An employee interested in a <br /> position listed on a Job Posting List (Article <br /> II Section 2.3) should make his interest known <br /> by completing an Application for Job Posting and <br /> submitting it to the Personnel Department before <br /> the established closing date according pro- <br /> cedures established in Internal Recruitment. <br /> Lateral transfers may be initiated by the County <br /> or by the employee. <br /> 8. 4 Employees will be provided every reasonable means to <br /> succeed on their jobs and will be given opportunities <br /> to prepare themselves for full use of their talents and <br /> potential.
