20 <br /> 3.3 PROVISIONS NOT RETROACTIVE <br /> This policy will not be retroactive, and no action is <br /> to be taken concerning those members of the same family <br /> employed at the time of adoption of this policy. <br /> 4.0 APPOINTMENTS <br /> Types of Appointments <br /> 4. 1 Probationary Appointment <br /> A probationary appointment is the initial <br /> appointment of an employee made to a permanent <br /> position or the re-employment of probationary <br /> status of a former permanent employee otherwise <br /> eligible for reinstatement. This also applies <br /> to part-time permanent positions with an <br /> established 20 hour work week. <br /> 4.2 Temporary Appointment <br /> A temporary appointment may be made to a <br /> permanent or temporary position. <br /> Individuals may be candidates for a probationary <br /> appointment to classes for which they qualify. <br /> These individuals must compete with all other <br /> applicants for probationary appointments. <br /> Temporary Appointment includes social security <br /> (FICA) match and Worker's Compensation Insurance <br /> it does not include other fringe benefits such <br /> as vacation, sick leave, holidays, retirement, <br /> health insurance, etc. <br /> 4. 3 Trainee Appointment <br /> A trainee appointment may be made to a permanent <br /> position in any class for which the <br /> specification includes special provisions for a <br /> trainee progression leading to regular <br /> appointment. <br /> An employee may not remain on a trainee <br /> appointment beyond the time when he meets the <br /> education and experience requirements for the <br /> class. After the employee has successfully <br /> completed all education and experience <br /> requirements he shall be given probationary or <br /> permanent status in the position. <br /> If the period of trainee appointment equals or <br /> exceeds the maximum probationary period, he must <br /> be given permanent status immediately or be <br /> separated. <br /> 4. 4 Permanent Appointment <br /> Permanent appointments follow the satisfactory <br /> completion of a probationary and/or trainee <br /> appointment, or may be made upon reinstatement <br /> of an eligible employee, when the incumbent is <br />
