7 <br /> Ordinance and the policies adopted <br /> thereunder as directed by the Manager; <br /> 8.3.2 Establish and maintain records of all <br /> employees in the County service, in which <br /> there shall be set forth as to each em- <br /> ployee the class title, pay or status and <br /> other relevant employment data; <br /> 8.3.3 Foster and develop programs for the <br /> improvement of employee effectiveness; <br /> 8.3.4 Encourage and exercise leadership in the <br /> development of effective personnel admin- <br /> istration within the various County depart- <br /> ments and to make available the facilities <br /> of the Personnel Office to this end; <br /> 8.3.5 Investigate from time to time the operation <br /> and effect of this Ordinance and of the <br /> policies made thereunder and report find- <br /> ings and recommendations to the Manager; <br /> and <br /> 8.3.6 Make such reports to the Manager regarding <br /> the personnel functions considered desire <br /> ble or as may be designated by the Manager. <br /> 8.4 All matters dealing with the personnel shall be routed <br /> through the Personnel Director who shall maintain a <br /> complete system of personnel files and records. <br /> rP <br /> 9.0 P€RSONUJEL.
