r ' <br /> • <br /> A RESOLUTION SUPPORTING SPECIAL PRECAUTIONS TO <br /> PROTECT AND PREVENT DAMAGE TO THE UPPER NEW HOPE CREEK <br /> WHEREAS, the Upper New Hope Creek basin has served as a vital <br /> and critically-needed research area for Duke University, the University <br /> of North Carolina at Chapel Hill, and N. C. State University for <br /> approximately 35 years; and <br /> WHEREAS, hundreds of masters and doctoral level theses have been <br /> written based on studies centered on the Upper New Hope Creek; and <br /> WHEREAS, the N. C. Board of Water and Air Resources passed a special <br /> resolution at the request of the Duke University faculty to preserve the <br /> research integrity of the Upper New Hope Creek; and <br /> WHEREAS, a special statute was passed recognizing the statewide <br /> need to preserve streams for scientific purposes; and <br /> WHEREAS, the Interstate 40 routing through Orange County provides <br /> for crossings of both the main branch of the Upper New Hope Creek and its <br /> tributaries; and <br /> WHEREAS, the construction of Interstate 40 provides the potential for <br /> erosion and sedimentation being carried to the Upper New Hope Creek; and <br /> WHEREAS, spills of oil and other chemicals could occur during the <br /> construction of Interstate 40 and as a result of traffic accidents on the <br /> Interstate following its construction; and <br /> WHEREAS, said erosion and the resulting sedimentation, and spills of <br /> oil and other chemicals could do irreparable damage to the research integrity <br /> of the Upper New Hope Creek; <br /> NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners <br /> urge the North Carolina Department of Transportation to install catch basins, <br /> sediment traps and other such devices below the Interstate 40 crossings of the <br /> Upper New Hope Creek and its tributaries to both protect and prevent damage to <br /> the Upper New Hope Creek basin to the maximum extent possible both during and <br /> following construction of Interstate 40. <br /> r <br /> L, <br /> Date 7 PS- <br /> Don Don Willhoit, Chairman <br /> Orange County Board of Commissioners Date <br /> /7-1<5 <br /> Beverly Blyt p', C erk to the :oard Date <br />
