Department of <br /> . Tra nsportation to take special precautions to protect and prevent damage to <br /> the Upper New Hope Creek during and after the construction of I-40. <br /> NEED: The Upper New Hope Creek basin has served as a vital and critically-needed <br /> research area for Duke .University, the University of North Carolina and N.C. <br /> State University for approximately 35 years. The special status of this <br /> basin was recognized by the N.C. Board of Water and Air Resources through the <br /> passage of a. resolution aimed at preserving the basin's research integrity. <br /> A special statute was also passed recognizing the need to preserve streams <br /> for scientific purposes. <br /> The I-40' routing through Orange County provides a crossing of the Upper <br /> New Hope Creek approximately 2,000 ft. north-northeast of Blackwood Station. <br /> Other crossings of Upper New Hope tributaries by I-40 occur north of New Hope <br /> Church Road and north-northeast of the NC 86/Whitfield Road intersection. <br /> As runoff at each of these crossings drains directly through the Duke Forest <br /> Research Area, special precautions are necessary to protect and prevent <br /> damage to the Upper New Hope Creek from erosion and oil/chemical spills both <br /> during and after construction of 1-40. <br /> IMPACT: Adoption of the resolution would bring to the attention of the N.C. Depart- <br /> ment of Transportation the need to take special precautions to protect and <br /> prevent damage to the Upper New Hope Creek during and after construction of <br /> Interstate 40. Adoption would also place the Board of Commissioners on <br /> record in support of protecting critically-needed research locations for <br /> area universities. <br /> RECOMMENDATION(S): Recommend adoption of attached resolution. <br /> • <br />
