2. Animal Services Facility -Chapel Hill Joint Planning Transition Area Zoning Atlas <br />Amendment <br />Purpose: To hear public comment on a proposed rezoning of 5.96 acres of property on the <br />south side of Eubanks Road west of Millhouse Road from Residential-1 to Office <br />Institutional-1 Conditional. The rezoning request is to accommodate the construction of an <br />animal services facility. The site is located within the Chapel Hill portion of the Joint Planning <br />Transition Area. <br />Action: Zoning Atlas Amendment <br />From: Residential-1 <br />To: Office Institutional-1 Conditional <br />Size: 5.96 acres <br />Location: South side of Eubanks Road west of Millhouse Road <br />Identification: Chapel Hill Township, PIN #'s 9870-77-4584 <br />The zoning atlas amendments require the approval of the Orange. County Commissioners <br />and Chapel Hill Town Council. <br />PUBLIC INFORMATION MEETING <br />A. Development Moratorium in Carrboro Northern Study Area -The Carrboro Board of <br />Aldermen will receive comment on a proposed six-month development moratorium at a <br />Town public hearing on March 27, 2007. The purpose of the moratorium is to allow time to <br />review/update the implementation of the Facilitated Small Area Plan for Carrboro's Northern <br />Study Area. Activities affected by the moratorium include rezoning requests and special and <br />conditional use permit applications for residential development. The moratorium isn't <br />official until approved by the Board of County Commissioners following adoption by the <br />Board of Aldermen after the Town public hearing. A second public hearing is not required, <br />but the County Commissioners are unable to attend the Town public hearing and wish to <br />hear from residents before making a decision on this important topic. <br />The development moratorium process is addressed in the Joint Planning Agreement. <br />FINANCIAL IMPACT: Other than advertising costs, there are no direct financial impacts <br />associated with the approval of this item. <br />RECOMMENDATION(S): The Administration recommends APPROVAL of the proposed April <br />26, 2007Joint Planning Area Public Hearing legal advertisement which includes anon-public <br />hearing item regarding the Carrboro Northern Study Area moratorium. <br />
