The IFG has requested that the <br />Planning Director consider requesting funds in his Department budget <br />for the 2007-08 budget year to hire a consultant to develop the Mixed <br />Use guidelines. If retaining a consultant is not possible, the IFG has <br />requested guidance from the BOCC on determining what entity <br />should develop the Mixed Use guidelines. [NOTE: After the last <br />EMSAP IFG meeting, the EPA Smart Growth Implementation <br />Assistance 2007 Request for Applications was announced. At the <br />February 20, 2007 BOCC meeting, the Board approved the submittal <br />of an application for this program. If Orange County is an assistance <br />recipient, it is expected that guidelines can be developed through this <br />program.] <br />3. Other high priority items of the IFG include developing a <br />comprehensive master plan for water and sewer services and <br />completing an engineering study of the OAWS water system. These <br />items were included in report materials from advisory boards available <br />for the January 19, 2007 BOCC Retreat. <br />The attached chart contains more specific information on these and other <br />items. <br />What's Next 1. The Highway 70 corridor plan and zoning district is expected to take <br />and When will 4-6 months to complete. It is expected to be presented at the <br />BOCC November 2007 Quarterly Public Hearing. <br />Review: 2. The Mixed Use site and architectural guidelines will be dependant on <br />whether Orange County is a successful applicant for the EPA Smart <br />Growth Implementation Assistance program. <br />3. The comprehensive master plan for water and sewer services and the <br />engineering study of the OAWS water system is dependant upon <br />funding by the BOCC in the FY '07-08 budget. <br />FINANCIAL IMPACT: <br />1. The Highway 70 corridor plan and proposed new zoning district can be accomplished <br />with existing Planning staff and resources. <br />2. The. Planning Department will apply for the EPA Smart Growth Implementation <br />Assistance program for assistance in developing the Mixed Use area site and <br />architectural guidelines. <br />3. The comprehensive master plan for water and sewer services and the engineering study <br />of the OAWS water system consistent with proposed land uses will be addressed at least <br />in part during the budget process for the FY '07-08 budget. It is unclear what the costs <br />will be for these two items. <br />RECOMMENDATION(S): The Manager recommends that the Board receive this information <br />and authorize staff to proceed as outlined above. <br />
