Background <br />Orange County is seeking a professional consultant to "synthesize" the <br />existing county reports and studies that have been completed by various <br />county departments, advisory boards, and in some cases consultants; to <br />identify any missing components typically included in a Comprehensive Plan; <br />and repackage into a Draft Comprehensive Plan (See Section III, Scope of <br />Services for additional detail). This process will be an update to an existing <br />Plan that was completed in 1981 with a revised format. <br />The overall Comprehensive Plan Update process is currently underway and is <br />being completed in two phases. Phase I, which primarily involves <br />development of Goals and a County Profile (Data) Element, is being <br />completed by County staff and advisory boards. Phase II, which primarily <br />involves the synthesis of existing reports and studies into seven (7) additional <br />Elements, may be completed by a consultant in partnership with County staff <br />and advisory boards.
