The Plan shall be developed using existing written <br />documents with identification of any additional material that may be required. <br />Introduction <br />A. Description of Issuing Agency <br />The Orange County Planning and Inspection Department (Planning <br />Department) is the issuing agency for the Request for Qualifications (RFQ). <br />The agency provides a full range of planning and development review <br />services for the unincorporated portions of Orange County. <br />B. Selection of Qualified Firm <br />The Comprehensive Plan Project Management Team (County Manager, <br />Planning Director, Comprehensive Planning Supervisor and Planning Board <br />Chair) will review the responses to the RFQ and make a recommendation to <br />the Board of County Commissioners (BOCC) to begin negotiation with a firm <br />to carry out the task of synthesizing existing county documents to develop a <br />Draft Comprehensive Plan. The BOCC has the sole authority to select or <br />reject any or all responses, to the RFQ. A specific scope of services, budget <br />and timeline will be negotiated with the selected firm, and a contract will <br />ultimately be executed. <br />
