Excerpt of Draft August 3, 2016 Planning <br /> Board Minutes <br /> PURPOSE: To hold a public hearing on a Town of Hillsborough and Orange County initiated <br /> map amendment to the Town of Hillsborough/Orange County Central Orange Coordinated Area <br /> Land Use Plan (a.k.a. Joint Land Use Plan). This amendment involves five parcels (200.8 total <br /> acres) south of Interstate 40 in the vicinity of Old Highway 86. <br /> BACKGROUND: The County is currently working on plans to invest approximately $1.5 million <br /> to extend water and sewer infrastructure within the Hillsborough Economic Development District <br /> (EDD). Amendments to the Joint Land Use Plan (JLUP) map are proposed to better promote <br /> economic development opportunities in the area and help preserve planned sewer capacities for <br /> non-single-family residential uses. The amendments clarify the intent for primarily non- <br /> residential mixtures of uses within this EDD. Amendments to the JLUP need to be approved by <br /> the Town and County governing boards and the processes are running concurrently. An <br /> interlocal utility service agreement between Orange County and Hillsborough is also being <br /> prepared for the October 2016 regular Board of County Commissioners (BOCC) meeting that <br /> will have linkage to the JLUP and further describe desired land uses within the Hillsborough <br /> EDD. <br /> The Amendment Outline Form in Attachment 1 provides additional information, including the <br /> details of the proposed map amendment. <br /> County Planning staff held a Public Information Meeting on July 26 to explain the proposed <br /> amendments affecting the Hillsborough EDD. Five interested persons attended the meeting. <br />
