The property is located on US Highway 70 near the intersection of Buckhorn <br /> Road. The property is currently zoned Rural Residential(R1). The majority of the properties adjacent <br /> the site are-also Rural-Res-identiali llIVThe-easemEntwith-site'access is zoned-ECS-(Existing <br /> Commercial)with one adjoining parcel zoned NC2(Neighborhood Commercial), <br /> The solar array proposed meets the needs of the present generation without compromising the ability <br /> of future generations in meeting their needs as required In the Orange County Comprehensive Plan. The <br /> proposed solar array fulfills the County and the State of North Carolina's goal to reduce dependence on <br /> fossil fuels and nuclear power and move to a more sustainable form of generation. <br /> In recent years,across the US we have seen solar energy become competitive with fossil fuel <br /> generation. The benefits of solar energy production go far beyond its price competitiveness compared <br /> to Its fossil fuel counterparts including tax base,no emissions,increased electrical grid stability,local <br /> economic impact and low Intensity development. <br /> II.Statement In Support of Application <br /> This Class A Special Use Permit application for a Solar Array-Public Utility meets all general standards for <br /> approval as required by Section 5.3.2(A),those specific standards required by Section 5.3.2(8),and the <br /> requirements of 5.9(C). This Statement addresses both general and specific standards as required by <br /> Orange County Ordinance. <br /> A. a sew II maintain or•romote the •ub lc he-1 safet a d enerai we!are f ovate w are <br /> proposed and developed and operated according to the plan as submitted. <br /> The proposed solar array-public utility will not affect the public health or safety. Access to the site will <br /> be from US Highway 70 and formally agreed upon with the landowners. The Solar Array configuration <br /> contains no moving parts. The electric components will have an Underwriters Laboratories listing and <br /> the Solar Array will comply with the edition of the National Electrical Code adopted at the time of <br /> construction, The Solar Array will be surrounded by a wire mesh fence with three strand barbed wire on <br /> top.The solar array will not have any lighting,and no hazardous substances will be utilized on the site, <br />
