As a result, the new construction housing, <br /> or housing with recent upgrades is primarily benefiting this demographic, and the low to moderate income group <br /> is being shut out of the housing market, and decreasing the number of housing opportunities and increasing the <br /> need. <br /> Despite the increase in MHI,a notable portion of residents have low to moderate incomes(2010 U.S Census) <br /> 4 <br /> 39.74% of all Orange County residents have low to moderate income <br />
