46 <br /> 1, 11111111111111111 <br /> � ,� . i iu <br /> n E2 I', <br /> Based on the Orange County Unified Development Ordinance (UDO) a mobile home, also known as a <br /> manufactured home, is defined as a dwelling unit, transportable in one or more sections that: <br /> - Is not constructed in accordance with the standards of the North Carolina Uniform Residential Building <br /> Code for One-and Two-Family Dwellings, <br /> - Is composed of one or more components, each of which was substantially assembled in a manufacturing <br /> plant and designed to be transported to the home site on its own chassis, <br /> - Exceeds 40 feet in length and eight feet in width, <br /> - The manufacturer voluntarily files certification required by the Secretary of the Department of Housing and <br /> Urban Development(HUD) and complies with the standards established, and <br /> - Is built on a permanent chassis and designed to be used with or without a permanent foundation when <br /> connected to the required utilities. <br /> A mobile home park or subdivision is a parcel (or contiguous parcels) of land divided into two or more <br /> manufactured home lots for rent or sale. <br /> Mobile homes are allowed on individual lots, similar to a single family home, in Orange County. To be permitted <br /> they are required to meet zoning standards contained in the UDO and be setup in accordance with the North <br /> Carolina State Building Code. Currently, individual mobile homes are a permitted use in all residential zoning <br /> districts and two general commercial zoning districts, LC-1 (Local Commercial) and EC-5 (Existing Commercial). <br /> Mobile home parks are permitted in the county with the creation of a Mobile Home Park — Conditional Zoning <br /> District. Conditional Zoning Districts are floating zoning districts, permitted within most land use designations <br /> allowing for the development of specific land uses, in accordance with established standards. A conditional zoning <br /> district requires the approval of a rezoning by the Board of County Commissioners, approval of a site plan or <br /> Master Plan, and may include agreed-upon conditions of development. The purpose of the Mobile Home Park - <br /> Conditional Zoning (MHP-CZ) District is to provide for the development of properly located and planned facilities for <br /> mobile home parks. Adequate housing is fundamental to the welfare of county residents; however, conventional <br /> housing is not consistently affordable to, nor desired by, all members of the general public. Where properly <br /> regulated and located, mobile home parks address the public need for alternative housing and achieve a <br /> satisfacto relationshis to ad'oinin• and nearb •rasert <br /> Throughout the county there are a total of one hundred existing mobile home parks. Over the past fifteen years, no <br /> mobile home parks have been constructed or proposed in the county.
