19 <br /> Orange CounEy AFFORDABLE HOUSING STRATEGIC PLAN 2016 -2020 <br /> BOCC Work E n September 8, 2016 <br /> Homeownership; Special Needs-Ownership or Rentals; and Non-Special Needs Rental and Cooperative Housing; <br /> approximately 218 units were completed. <br /> What are SROs? <br /> Among questions from the Board presentation from the last work session on different types of affordable housing <br /> and cost of development, a question was raised about Single Room Occupancy. SROs are typically developed as an <br /> affordable housing option for persons with low income, at risk of homelessness or homeless. <br /> Definition of SRO (Single Room Occupancy) <br /> SRO housing contains units for occupancy by one person with usually some shared common living space and or <br /> restroom and or bath facilities. Individual SRO units may contain food preparation areas, bathrooms, or both. <br /> Example of a SRO, City of Chesapeake, Virginia <br /> • The City of Chesapeake is a part of a regional effort to end homelessness. One of the strategies the City is <br /> using to meet this goal is through the development of Supportive Room Occupancy (SRO) apartments. <br /> • The SRO will consist of sixty studio apartments for homeless single adults without children. Virginia <br /> Supportive Housing (VSH) is the regional developer for the permanent supportive housing developments in <br /> South Hampton Roads. <br /> Example of Innovative SRO Programs - Virginia Supportive Housing (VHS) <br /> • With its strong record of success - 95% of clients not returning to homelessness - VSH has helped <br /> communities save millions of dollars in medical services, shelters and feeding programs,judicial <br /> services and other public resources. <br /> • April 18, 2016 (Richmond, Va.)—Virginia Supportive Housing (VSH) received a competitive grant to study <br /> • the feasibility of using an innovative funding method, Pay for Success, to serve vulnerable individuals who <br /> 17 <br />
