18 <br /> Orange CounEy AFFORDABLE HOUSING STRATEGIC PLAN 2016 -2020 <br /> BOCC Work E n September 8, 2016 <br /> The needs for these various groups of the Special Needs Population are estimates, based on HUD data, U.S. <br /> Census Data, ACS data and interviews with housing providers and social service agencies. Specific statistics are <br /> not available for all groups equally, so "best estimates" are provided. While many supportive service providers for <br /> the special needs population are located in Orange County, their service area and clients are in the whole region. <br /> County Bonds for Affordable Housing: 1997 and 2001 <br /> The largest single source of funding for affordable housing development in Orange County has been through the <br /> Orange County Bond Program fifteen years ago. Orange County has had two bond issuances for Affordable <br /> Housing; one in 1997 and the other in 2001 resulting in 395 units being completed. <br /> In November 1997, Orange County voters approved a $1.8 million dollar housing bond issue; the first housing <br /> bond issue approved in the County. Funds were to be used for affordable housing initiatives in three areas: land <br /> acquisition, housing development, and homeownership programs; 177 units were completed. <br /> On April 7, 1998, the Board of County Commissioners appointed a Housing Bond Policy Task Force with <br /> membership from a representative of the seventeen local non-profit housing organizations and associations. The <br /> Task Force developed a proposed Housing Bond Policy which was approved by the Board on December 15. 1998. <br /> After the policy was completed, Request for Proposals was solicited from existing county housing non-profit <br /> agencies. <br /> Orange County voters approved the second Affordable Housing Bond issue in November 2001 for affordable <br /> housing in the amount of$4 million dollars. The Affordable Housing Advisory Board (AHAB) began review of the <br /> existing bond policy in preparation of identifying projects to be financed from the 2001 bonds. AHAB's review <br /> yielded further recommendations for modifications and the revised bond policy was presented to the Board of <br /> County Commissioners (BOCC) and approved on October 15, 2002. <br /> On November 4, 2002, the County issued a Request for Proposals soliciting applications for the first round of bond <br /> funding with total available funds of$1,040,000.
