14 <br /> Orange CounEy AFFORDABLE HOUSING STRATEGIC PLAN 2016 -2020 <br /> BOCC Work _ n September 8, 2016 <br /> HUD CHAS data for Orange County reveals that 43.4%of renter households and 32.5%of owner <br /> occupied households experienced one of the four housing problems. <br /> Other Hou-shag Problems <br /> Another housing problem that impacts Orange County's population and overall need is the issue of disproportionate <br /> need. <br /> Disproportionate need is defined as a group having at least 10 percentage points higher than <br /> the percentage of persons in that group as a whole. The following statistics are examples of <br /> this in Orange County, with issues regarding things like homeownership, access to credit and <br /> financing among other issues. <br /> The number of White, non-Hispanic middle-income applicants significantly outnumbers the number of minority applicants. <br /> Minority households have a lower origination rate and almost double the denial rate. <br /> Of the total number of"White" households, 65.52% are homeowners and 34.48% are renters. In comparison, of all "Black and <br /> African America" households, 52.85% are homeowners and 57.15% are renters. <br /> According to the Home Mortgage Disclosure Act (HMDA) data, three quarters of the total number of applications are by Whites, <br /> regardless of income. <br /> Loan origination rates are higher for White applicants than for minority applicants as a whole, and minority denial rates are 12 <br /> higher than White denial rates. <br />
