• The County will monitor the lot and provide cleaning services in order to keep the area <br />free of debris. <br />• The County will provide liability insurance for the property as its interest may appear. <br />Staff has discussed this potential parking facility with neighbors. <br />King Street Parkirig <br />Parking for Court employees and jurors will be provided on the First Baptist Church parking lot, <br />West King Street, approximately two blocks from the Courthouse. The church- has agreed to <br />allow the County use of approximately 33 spaces in the lot under the following terms of <br />agreement: <br />• The term of the lease is two years, with extension negotiable- if the justice facility, project is <br />not complete at that time; <br />• The County will provide signage at the site indicating only court employees and jurors may <br />park; <br />• Hang tags will be provided to identify the permitees; <br />• The County will provide liability insurance for the property as its interest may appear. <br />• The County will monitor the lot and provide cleaning services in order to keep the area <br />free of debris. <br />• The Church is providing this parking to the County with no lease fee. <br />Assuming Board approval for both of these options, the County will realize 100 - 105 parking <br />spaces in downtown Hillsborough during the construction period. Considering the loss of 122 <br />spaces on lots between the Courthouse and Sheriff's Department, the net temporary loss of parking <br />is approximately 17 - 22 spaces. As mentioned in previous discussion regarding this construction <br />project, Judge Buckner has agreed to locate the high volume courts, such as traffic court, to Chapel <br />Hill during the construction period. This reduction in the number of spaces required for court <br />operations, coupled with the auxiliary parking identified, will hopefully support the court system and <br />the public without significant inconvenience. <br />The addition of the parking deck associated with the County campus project (estimated completion <br />April 2008) and the park-and-ride lot associated with Durham Technical Community College <br />(estimated completion March 2008) will provide additional parking capacity both during and post- <br />construction. The existing transit system will service the park-and-ride lot to downtown <br />Hillsborough. <br />FINANCIAL IMPACT: During the fiscal year 2006-07 budget planning process last spring, staff <br />analyzed the cost of operating a park and ride/shuttle services. Estimates for operating the service. <br />for afull-year ranged from about $250,000 to $500,000 for operations only depending on the type of <br />service provided.
