ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: February 20, 2007 <br />Action Agenda <br />Item No. ~ - -~ <br />SUBJECT: Parking Options During Justice Facility Construction <br />DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pam Jones, 919-245-2652 <br />Maps: Cameron St.-Burnside Dr. area <br />PURPOSE: To consider options to provide public acid staff parking during construction of the <br />Justice Facility Expansion Project. <br />BACKGROUND: Previously, the County had anticipated accommodating the diminished number of <br />parking spaces available during the justice facility construction project by initiating a park and <br />ride/shuttle service utilizing property owned by the County on Meadowlands Drive. Because of the <br />significant capital and on-going operational expense to operate the service, the County Manager is <br />recommending less expensive, but effective parking options. <br />Cameron Street Parking <br />Through negotiation with property owners, the County is afforded the option to lease a parcel of <br />land at the end of Cameron Street to the south of Burnside Drive (see attached area map 1). <br />Pursuant to a design by the County Engineer, the site can be developed to contain between 65-70 <br />spaces. As the Board may recall, the parking lot on Meadowlands Drive contained 66 spaces, <br />some of which would have been shared with the building occupants. <br />Significant lease terms with Daniel Boone LTD, the owners of the Cameron Street property, are as <br />follows: <br />• The term of the lease is two years, with extension negotiable if the justice facility project is <br />not complete at that time; <br />• The County will pay $1,500 per month for the right to use the property; <br />• The County will develop a gravel lot in areas designated on the plan laid out by the County <br />Engineer. The gravel will be removed at the end of the lease period. <br />• The lot will be reserved for County employee use only. Members of the public will park on <br />the existing parking lots that surround the Link Center, the Government Services Annex <br />and the Sheriff's Department. <br />• The County will provide signage at the site indicating the staff only requirement; <br />• Hang tags will be provided to identify permitees; <br />• The lot will be available daily, but will be chained off during weekends to prohibit <br />trespassers. <br />• The County will provide additional plantings for screening, if required by the property <br />owner. <br />
