2 <br /> So, by assigning the remaining local input points to low scoring projects that are unlikely to <br /> receive funding in SPOT P4.0, but are community priority projects, these projects will be <br /> carried forward and may be funded in future prioritization processes. <br /> The lowest scoring public transit project, a project to add additional peak hour service to <br /> various Chapel Hill Transit Routes, was unlikely to receive funding in SPOT P4.0 based on <br /> a low score. By applying only 50 points to this project and providing 25 points to the Eno <br /> Mountain Road and Mayo Street intersection project and 25 points to the Elliot Road <br /> extension project in Chapel Hill, these low-scoring projects will be carried over to the next <br /> round of SPOT funding. The preceding table indicates which modes received local input <br /> points in the draft local point assignment at the Division Needs tier for the 2018-2027 State <br /> Transportation Improvement Program (STIP). <br /> Orange County Projects <br /> Three Orange County projects received points at the Division Needs level: <br /> • the South Churton Street (Old NC 86) widening and pedestrian and bicycle <br /> improvement project, <br /> • the Orange Grove Road Extension project, and <br /> • the Eno Mountain Road and Mayo Street at Orange Grove Road intersection <br /> improvement project. <br /> Attachment 1 indicates which projects received points in each funding tier in Orange <br /> County, while Attachment 2 provides a list of all projects receiving local input points at the <br /> Division Needs tier in the entire MPO region. Both the South Churton Street (Old NC 86) <br /> project and the Orange Grove Road Extension projects are currently in the Developmental <br /> Program of the 2016-2025 STIP. By assigning points, Orange County Transportation <br /> Planning Staff is hopeful that these projects will be funded in the first five years of the 2018- <br /> 2027 STIP in SPOT P4.0. It is anticipated that the Eno Mountain Road/Mayo Street <br /> intersection project score was not high enough to receive funding in the P4.0 process. <br /> Despite this fact, this project is a community priority for Hillsborough, so local input points <br /> were assigned to this project to ensure that it is automatically carried forward to the next <br /> prioritization process (P5.0). <br /> Other Regional Transportation Planning Organization Point Assignments <br /> The DCHC MPO project ranking policy does not allow projects eligible for funding at other <br /> funding tiers to cascade down for funding at a lower tier in most instances. In this case <br /> however, one low-cost Regional Impact tier project was assigned local input points at the <br /> Division Needs tier, based on discussions between NCDOT Division 5 and DCHC MPO <br /> staff. This project is a $5.1 million widening project on NC 751 between South Roxboro <br /> Road and Woodcroft Parkway. <br /> Due to the fact that the MPO does not typically allow projects to cascade between funding <br /> tiers, DCHC MPO staff was able to schedule a meeting with MPO Technical Committee <br /> members about local point assignment at the Division Needs tier in advance of other <br /> MPOs/RPOs. The Burlington-Graham Metropolitan Planning Organization (B-G MPO) and <br /> the Triangle Area Rural Planning Organization (TARPO) will discuss local point assignment <br /> at the Division Needs tier once the Regional Impact tier funded projects are released to the <br /> MPOs/RPOs in September/October. <br />
