1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 6, 2106 <br /> Action Agenda <br /> Item No. 6-q <br /> SUBJECT: Performance Agreement Between the Town of Chapel Hill and Visitors Bureau <br /> DEPARTMENT: Economic Development/Visitors <br /> Bureau <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 2016-17 Performance Agreement Laurie Paolicelli, 919-245-4322 <br /> Between the Town of Chapel Hill and <br /> the Chapel Hill/Orange County Visitors <br /> Bureau for Annual Funding <br /> PURPOSE: To ratify the Manager's signature approving the 2016-2017 performance <br /> agreement between the Town of Chapel Hill and the Visitors Bureau. <br /> BACKGROUND: Pursuant to the Chapel Hill/Orange County Visitors Bureau's annual <br /> performance agreement with the Town of Chapel Hill for tourism promotion, $200,000 has been <br /> allocated to the Visitors Bureau for Fiscal Year 2016-17. In addition, the Town will pay 50% of <br /> any additional revenues collected in the event the hotel/motel occupancy receipts exceed the <br /> Town's budgeted amount of $1,000,000. This is an increase over the allocation received since <br /> 2012-13 of $175,000 appropriation and 50% of any town occupancy tax revenues collection <br /> over $985,000. <br /> In the first year of this agreement, FY 2012-2013, occupancy receipts exceeded the Town's <br /> budget by $26,000, whereby the Town gave an additional $13,000 to the Bureau. For Fiscal <br /> Year 2013-14, receipts exceeded the Town's budget by approximately $87,500 and the Town <br /> gave the Bureau an additional $43,750. In Fiscal Year 2014-15 occupancy receipts exceeded <br /> the Town's budgeted amount by $115,478 and the town gave the Visitors Bureau $57,739. The <br /> Bureau expects to exceed the Town's budgeted amount in FY 2015-16 by approximately <br /> $115,000, resulting in an additional $57,500 in funding to the Visitors Bureau. <br /> FINANCIAL IMPACT: The Town of Chapel Hill will provide $200,000 to the Chapel Hill/Orange <br /> County Visitors Bureau, plus 50% of any additional revenues collected in the event the <br /> hotel/motel occupancy receipts exceed the Town's budgeted amount of$1,000,000. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this agenda item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br />
