Proposed Revision to OUTBoard Abigaile Pittman, Transportation/Land <br /> Rules and Procedures Use Planner, 919-245-2567 <br /> Tom Altieri, Comprehensive Planning <br /> Supervisor, 919-245-2579 <br /> Craig Benedict, Planning Director, 919- <br /> 245-2592 <br /> PURPOSE: To consider an amendment to the OUTBoard-specific Rules and Procedures to <br /> revise its meeting time. <br /> BACKGROUND: On June 15 the OUTBoard unanimously recommended revising the starting <br /> time of its meetings from 7:00 p.m. to 6:30 p.m., reducing the lag time between the end of the <br /> typical work day at 5:00 p.m. and the start of the meeting, and allowing members to get home <br /> earlier. The Board did not feel that moving the meeting time up by half an hour would negatively <br /> impact civic participation. <br /> To revise the meeting time, a revision to Section IV.C.1 of the Board's adopted Rules and <br /> Procedures must be approved by the Board of County Commissioners (BOCC). Planning staff <br /> has prepared a proposed amendment that would revise the meeting time from 7:00 p.m. to 6:30 <br /> p.m. (Attachment 1). <br /> The OUTBoard's Rules and Procedures were last amended on January 21, 2016 to add a <br /> seventh (7th) at-large position to encourage membership with expertise or interest in Public <br /> Health. <br /> FINANCIAL IMPACT: There is no financial impact associated with amending the OUTBoard- <br /> specific Rules and Procedures. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is associated <br /> with this item: <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br />
